A bit hard for me Dennis.  I could be wrong but I wondered if you are alluding to the long term effects of soldiers exposed to 2,4,5-T + dioxin known as agent orange.

The poem is a bit of a mixture really starting with the title 
and I guess could be interpreted in different ways, but that's

and here I was thinking it a tragic relic left over from the 60's - when orange, lime green, purple and mission brown ruled
